Harold E. Williams is a seasoned Information Technology and Cybersecurity Executive with over three decades of progressive leadership in enterprise security architecture, compliance, infrastructure protection, and IT governance. With expertise grounded in frameworks such as FISMA, NIST 800 Series, and federal cybersecurity mandates, Mr. Williams has helped safeguard critical government operations through a series of pivotal roles at the U.S. Department of Housing and Urban Development (HUD) and other federal entities.
As the former Director of Enterprise Infrastructure Security, Acting Chief Information Security Officer and the Acting Assistant Chief Information Officer for OCIO/IOO at HUD, Harold has led comprehensive cybersecurity programs that align policy, architecture, and risk management with national security objectives. His ability to unify cross-functional teams and lead enterprise-wide strategies has proven instrumental in elevating HUD’s cybersecurity posture, especially in initiatives surrounding FISMA compliance, business continuity, threat mitigation, and workforce awareness.
Mr. Williams’ technical repertoire includes hands-on infrastructure knowledge, from legacy systems to modern network architecture. He is also certified in several industry-standard certificates which include CISM, CCNA, and MCP, and is recognized for his ability to blend deep technical insight with high-level strategic vision. In early career phases, he held leadership and technician roles in both private sector firms and public safety, including his service in the United States Marine Corps and tenure with the Metropolitan Police Department.
